I did my 996 belts a little while back, I used California Cycleworks belts and they have the tension in Hz listed on them.
I just fired up my laptop and plucked away till the software told me the right number!
Used a guitar tuning program.

I'm confused by pic #14 and it's caption about the right pulley on the vert cylinder turning when the belt is removed. So you would rotate it back by hand when reinstalling the belt?

YES! it need to go back to the correct position (timing marks aligned) before you put the belt back on. otherwise your cam timing will be a loooong way out and you will most likely damage the engine. I agree that bit is not 100% clear but otherwise the guide is very good.

it just moves (well it might) because there's no tension on it holding it in place.

Or use one of these before the belt comes off.
