196x Scambler?

Hi all, recently stumbled across this bike and I'm trying to figure out what exactly it is (year, model, etc.). I know it's a 350 and i believe it's a scrambler. I've uploaded a few pics of the frame, engine, banner thingy.

I'm also not sure what to do with it and how to go about it. Ideally, i'd like to restore it from the ground up. If i go that route, i'm not sure if i should repaint it, or polish up the original paint. I don't want to strip the original paint and just kill the value.

Any help identifying it or advice on restoring would be awesome. thanks!

One more thing! The complete bike I posted seems pretty close to what i think it might be based on parts.

The carb that came on it is ss1 29D.
