Instrument panel does not come on after battery replacement.

What year is the bike? I'm assuming Gen 1 or 2...

Have you tried disconnecting the battery and leaving it disconnected for around 10 minutes or more (even though it's new, make sure it is fully charged), then reconnect making sure the ABS + lead is directly on top of the + battery lead (and then any other leads you may have connected above that). Sounds crazy but these bikes seem to be very finicky with battery connection, I've experienced this as have several people over at the Diavel forum.
Also, check and clean all the fuses under the seat - from memory the instrument fuse is one of the 10A ones but check them all.

This may not be your problem but worth a crack as its free, just some of your time.
 
The other thing it could be is a dirty or loose multipin connector to the dash if you want to dig that deep, had that happen on another Gen 1 Diavel, diagnostic machine said it had 'lost connection' to the dash and had multiple CANBUS errors, swapped for a known working dash and made no difference and after checking wiring and connectors loads of times, I'd just about given up when I tried tweaking all the female connectors in the connector block with a jewellers screwdriver to tighten them up and everything worked! Cheap and easy fix, just finding it was the problem!
 
PS I pull my battery out same as you and no issues with anything. I don't have a Diavel, but surely they aren't that touchy 🤔.
It's odd but they are touchy, at least in Gen 1 & Gen 2 Diavels - there's heaps of posts on the Diavel forums and MS with people that have had little issues when replacing batteries. I've had it myself where you install the battery and the instruments and lights have a hissy fit throwing faults, yet you can disconnect and reconnect the same battery and it works fine. Go figure...
