Formerly a Suzuki and Kawasaki rider.

I went to the suzuki dealer to look at a used GSX-R750 that they had and it was rough. So on my way out I spotted a Ducati 848 Evo 2012 with 3800 miles. I was in love with the white and red combo.

the pros...
-charbon fiber accents
-sargent seat
-aftermarket clutch and brake levers( I dont remember the brand)
-Power commander V
-gps ball mount

The cons...
-Tires are Chopped bad and have a huge flat center
-the dealer told me the 2 year timing belt replacement wouldnt be done because its good unless you hit the mileage(if the manufacturer makes a service interval to me it should be followed)
-No rear seat included, No rear pegs or mounts included

Whats your guys thoughts....

The cons you mentioned are not much of a con.

Tires, it's a given.
The passenger seat and pegs you can buy a set used easy off the forum they pop up on the time for a good price.

Just remember it's not going to be as refined as the Japanese .

Are they including a warranty? I'd say throw in a new battery and talk it down to $9500 OTD and ride into the sunset with her!

New tires and a battery, perhaps… but 10k in my view is WAY too much money, considering private parties are getting desperate selling 848's because they bought 899's and nobody wants an 848. I saw a beautiful 09' 848 for 6500 bux on craigslist recently. I mean sure, not en Evo, but the difference between the bikes, isn't worth the money.

There has to be something wrong with that bike, I have not seen any year, any mileage (not dropped) for under $8500

The problem you have here is that you are not in a Ducati dealership.
So the first thing i would say is shop around. But if you want to deal with that guy then tell him that you at least want new rubber.. You can't do a deal on a bike with defective tyres.
Can't advise you on price, I'm in the UK.

Bow afaik in the US the bike should still be under manufacturers warranty and if it's not had its 24 month service then it must be close to it.
You will have to find a Ducati dealership to complete the service and you must insist on all the work being done.
If you don't have a dealership nearby then you are going to have issues because no other dealership is going to honour the warranty and service intervals.
Looks to me that this is a part ex machine that they want to get rid of, which should give you some power regarding haggling price.
I absolutely would not consider it without new rubber thrown in.

edit:// almost forgot. If he won't put a battery on it and start it? i wouldn't even be having a discussion with him. used dealers have a number of tricks to get you to sign papers before you get a test drive or hear a vehicle that may have issues started, lost keys, no fuel right now, dead battery are all well known ones.
"hey, don't worry, to save time we'll get the paperwork out of the way then we'll fix her right up so you can start her and be on your way next time"

not only dropped but salvaged title....
Most insurance companies salvage title if the frame has any missing paint. So its hard to determine how bad they are.

Still, thats pretty cheap and even 8k for one with a clean title is a lot cheaper then 10k + fee's.
