In reviewing the owners manual I note the recommended fuel octane is 95 (or higher?) for the Desmo.

In my local (Canada) I have access to 94 at the pump. I do have VP U4.4 at home (for another bike) so will probably end up doing a blend to bring the aggregate octane rating up and achieve spec.

So... Who consistently runs 95?

Although not stated explicitly in the Desmosedici Owners Manual, the minimum octane requirement that is specified in the Owners Manual uses the RON measurement system that is used in Europe and many other parts of the world.
However, the US and Canada fuel pumps list octane in a different measurement system so you need to convert the numbers as follows:

91–92 RON = 86–87 US Regular
94–95 RON = 89–90 US Plus
95–99 RON = 90–94 US Premium

So you should use 91 octane as marked on the pump in Canada. You'll actually make less power with 94.
