When you start to open the throttle from being fully closed, there is an initial resistance, followed by breakaway that gets you an abrupt throttle opening. The feeling is like the butterflies are somehow binding when fully closed. I have the correct amount of return and open play in the handle, and the cables aren't pinched. Anyone have any experience with this?

I'd first start by taking the throttle tube assembly off and spraying WD40 down the throttle cable itself, into the sheath. Then take some maxima all-purpose waterproof grease and get the entire assembly all greased up and re-assemble.

If the problem doesn't go away, take the right hand upper fairing off and try actuating the throttle plates by hand without turning the throttle tube, see how it feels. If it does feel strange, you may wish to take the airbox off the bike (throttle bodies are screwed into the bottom of it) turn it over and see if anything stands out. Unfortunately with the 848/1098/1198, the airbox is sealed, so you can't look into the throttle bodies without disassembling them from the airbox first.
